Hillside Open Space Education Coalition Streering Committee
Four cities and two community associations are represented in the coalition. The Steering Committee is comprised of one elected official from each agency. Three cities and on community association also have identified an alternate member. Each steering committee member was appointed by their City Council, or community association board. The Steering Committee Chariman and Vice Chairman were elected from the membership of the committee and serve one year terms.
The Steering Committee is responsible for setting policy, providing financial oversight and establishing direction for all HOSEC activities.
HOSEC also has recently added three Affiliate Members who have applied and been approved by the HOSEC Steering Committee for membership. The three groups include: Hills for Everyone, Endangered Habitats League and the Puente-Chino Hills Task Force.

Brett Murdock

Council Member Brett Murdock was elected to the Brea City Council November 2010 to serve a four-year term. He took the Oath of Office December 7, 2010.
Council Member Murdock served the Brea Community from 1989 to 2010 as an employee for the Community Services Department. He was a member of the City of Brea Senior Citizens Advisory Board from 2007 to 2009, advising the City Council on matters pertaining to the development and well being of the senior community. As a Council Member, he has been appointed by his peers to the Regional Council of the Southern California Association of Governments, and the Boards of the Orange County Council of Governments, the Wildlife Corridor Conservation Authority and the Hillside Open Space Education Coalition.
Council Member Murdock holds a Bachelor of Arts degree in Political Science and Philosophy from the University of California, San Diego. He and his wife are graduates of Brea Olinda High School. The new Council Member is a 34-year resident of Brea.

Mayor Pro Tem Don Schweitzer was elected to the Brea City Council in November 2004 and re-elected in 2008. Prior to his election, he served on the Planning Commission for six years.
As part of his Council duties, Mayor Pro Tem Schweitzer currently represents the City on the Development Committee, Four Corners Transportation Policy Committee, Four Corners Transportation Coalition and the Orange County Waste Management Commission.
Mayor Pro Tem Schweitzer has always been an active and involved member of the Brea community. In 2009, he received the "North Orange County Volunteer of the Year Award," from the Boys and Girls Clubs of Brea-Placentia-Yorba Linda. Mayor Pro Tem Schweitzer is the founder of the Brea Museum and Heritage Center and has served as a Board Member of the Brea Scout Center, the Brea Lions, and was a charter member of the Brea Noon Lions, where he was awarded District Secretary of the Year in 1999. Mayor Pro Tem Schweitzer was a Lions Club International member for more than 13 years, during which time he chaired the North/South All-Star Football Game, held almost every office on the Board of Directors, including serving two terms as its President. In 2001 he was awarded a Melvin Jones Fellow, Lions International’s highest honor.
Mayor Pro Tem Schweitzer is a third generation Brean. His grandfather and father also served on the Brea City Council. His education includes a Bachelor of Arts in Environmental Design from San Diego State University and a Bachelor of Architecture from Montana State University.

Rose Espinoza

Rose Espinoza is a lifelong resident of La Habra who founded the nationally recognized program, Rosie’s Garage-an after school tutoring program in 1991. She was elected to the La Habra City Council in 2000, and re-elected in 2004.
Espinoza has been very active in numerous community groups including: the League of Women Voters, Jewish/Latino Roundtable, La Habra School District Healthy Start Committee, Board of Directors for Neighborhood Housing Services of Orange County and Board of Directors of Neighborhood Housing Services of America and Founder/Volunteer Executive Director of Rosie’s Garage.
Council Member Espinoza has been honored as one of 50 Outstanding Women in Orange County by the American Red Cross, identified by the Orange County Register as “One of the People to Watch”, one of the most influential Hispanics of the 20 th Century by Latino.com, YMCA Women of Inspiration and Influential Award, Los Angeles Times Volunteer of Distinction Award, 72 nd Assembly District Women of the Year 2002 Award, Orange County Women’s Annual Suffrage Award, American Women Business Association Award, League of Women Voters Susan B. Anthony Award and numerous other awards.
Rose received her Associate of Arts degree in Industrial Drafting from Fullerton College.
She works at Beckman Coulter, Inc., as a Principal Designer. She created an after school-tutoring program, Rosie’s Garage, to address the needs of low-income neighborhood children. Currently, there are two in La Habra, along with programs in Brea and Santa Ana.

Michael Blazey

Michael Blazey was elected to the La Habra City Council in November 2010. Councilman Blazey has been a resident of La Habra for over 16 years and currently serves on the La Habra Girls Softball
Association Board. He is a former La Habra Community Services Commissioner and Planning Commissioner.
Councilman Blazey’s education includes a Ph.D. from Pennsylvania State University, a Master of Science Degree from South Dakota State University, and a Bachelor of Arts from the University of
Oregon. His professional career spans decades as an educator, including Associate Professor at Washington State University, research assistant at Pennsylvania State University, and presently,
Assistant Dean of the College of Liberal Arts at California State University, Long Beach.
Representing the City Council, Councilman Blazey has been appointed to the Interjurisdictional Planning Forum, the Orange County Library Advisory Board, and as an Alternate Member for the
Hillside Open Space Education Coalition (HOSEC).
Councilman Blazey will bring his experience as a professional educator and community leader to develop and strengthen our government agencies, schools and non-profit organizations to develop a greater community.

 Carl Westerhoff

Council Member Westerhoff was elected to the City Council in March 2009. He previously served on the City's Planning Commission, where he advised the Council on development projects within the community. A resident of La Habra Heights since 2001 and a successful business leader, Council Member Westerhoff brings extensive experience in management, finance, and planning to the City Council.
Council Member Westerhoff and his wife of 27 years, Mary, have a long track record of community involvement. They are proud to be involved in many local organizations, including the La Habra Heights Improvement Association, Lost Animal Network, Hills for Everyone, and the Children's Museum of La Habra. Before moving to La Habra Heights, Council Member Westerhoff served as President of the Chamber of Commerce and as a member of the Rotary Club in the City of Downey.
A retired healthcare executive, Council Member Westerhoff currently serves as a Commissioner for the Los Angeles County Commission on Hospitals and Healthcare Delivery. He holds a Masters in Education from California State University, Los Angeles; and a Bachelor of Arts from Occidental College. |

Bob Henderson

Mayor Bob Henderson
Bob was elected to the City Council in 1976 and served until 1984. He served as Mayor Pro Tem from 1980-82. He was then re-elected in 1990, 1994, 2002, and 2006. Bob served as Mayor from 1992-94. An Uptown Whittier business owner, Bob owns Hendersons Insurance. He is also an active member in the Joint Powers Authorities relative to the hills.

Owen Newcomer

Owen was reelected for a third term on the Whittier City Council in April 2008. He previously served as a trustee to the Whittier City School District for eleven years.
Owen retired in June 2005 as a Political Science Professor at Rio Hondo College where he had been teaching since 1975. Owen now teaches part-time at Rio Hondo College. He earned his undergraduate and Master's Degree from California State University, Northridge in Political Science, and his Ph.D. in Political Science from the University of Southern California. He is the author of Governing California and Los Angeles.
Owen is the President of the Los Angeles County Division of the League of California Cities. Supervisor Don Knabe appointed Owen to the Los Angeles County Homeless Services Authority Commission.

Jeff Yann

Jeff Yann is a member of the HOSEC Steering Committee, as the official representative of the Hacienda Heights community. Jeff is a Civil/ Structural Engineer with an active interest in the future of the Puente-Chino Hills. He has lived at the base of the hills in Hacienda Heights since 1971 with his wife Lynn and their two children. He became interested in efforts to save open space in the Puente Hills in 1980.
This activity led him to become a Board member of the Hacienda Heights
Improvement Association. Jeff has served on the Association board for twelve years, holding the offices of President, Vice-President and Treasurer during his terms on the Board. Since retiring from a career in the electric utility business, he has become active in local environmental issues as a member of the Sierra Club's Puente-Chino Hills Task Force and Chair of its San Gabriel River Campaign. In 2003, he formed a nonprofit known as Amigos de los Rios, which is working to create a river green belt along the Rio Hondo and San Gabriel River.
He also serves as Project Manager for the San Gabriel River Discovery Center, a regional exhibit center to be located at Whittier Narrows. The Discovery Center will feature exhibits to explain the remarkable story of the San Gabriel River and its watershed, including the Puente Hills.

Michael Hughes

Michael Hughes has served on the board of the Hacienda Heights Improvement Association for ten years the three past years as its president. Michael also serves as the Los Angeles County Public Director of the Wildlife Corridor Conservation Authority and serves as a director on the Hills for Everyone. He is currently a member of the Puente Hills Landfill Native Habitat Preservation Authority Citizens Technical Advisory Committee as well as the Citizens Advisory Committee to the Puente Hills Landfill itself. Michael's community involvement has also included serving as past president of the Los Angeles County Sheriff’s Industry Station Citizens Advisory Committee and serves as a vice chair of the Sierra Clubs:Puente-Chino Hills Task Force. Michael has lived with his wife Christina in Hacienda Heights for 30 years.

David M. Malkin

David Malkin and his wife, Teri, have lived in Rowland Heights since 1974. The couple has one grown son who is an anesthesiologist. Dave attended graduate school at UCLA and has had thirty-two years of experience working in hospital administration, from which he retired in 2005. Since his retirement Dave has been doing private consulting in healthcare Risk Management and Performance Improvement as well as volunteering in multiple non-profits. Dave continues to be active in:
- Rowland Heights Community Coordinating Council and is a past board member
- Rowland Heights Senior Pathfinders and is a past board member
- Kiwanis Club Hacienda Heights and is a board member
- Established local chapter of Shoes That Fit – aligns donors with children who need shoes

Dave continues to work as an activist to protect the environment and to make our community a better place to raise a family.

Mike Popovec

Mike and his wife, Karen, have lived in Rowland Heights since 1978. The couple has two grown children. Mike is a graduate of San Jose State University and has had an extensive career in advertising and food marketing. For the past 17 years he has operated his own company (Micromarkets/West), which specializes in Hispanic marketing. Mike has been active in local politics within the unincorporated community of Rowland Heights and has demonstrated a keen desire to retain the rural atmosphere of the community. He is current president of the Rowland Heights Community Coordinating Council. Mike is also an avid golfer and is a current board member of Hacienda Golf Club.
